The DC Lottery celebrated its first million-dollar winner with the 100XTheCash DC Scratcher. Warren Wells of Washington, DC became overwhelmed while telling an audience of onlookers how his pursuit of a winning lottery ticket materialized in snagging the ticket's first top prize. "I bought a few tickets thinking I had a better chance of winning $500, maybe even $10,000. I was hoping for a big win and I really needed it. When I checked the ticket, it said I needed to go to the DC Lottery. Then, I knew I had a winner!" explained Mr. Wells. The Brookland area resident said he was feeling depressed due to personal circumstances, but found solace and comfort in the company of his pet Teacup Chihuahua. "He's really helped me through some bad times. And, now I'm going to get us a nice place to stay," said Wells who intends to buy property with his new windfall.
