If Mr. Avant looks familiar it's because he's a regular D.C. Lottery winner--and not for small change. In August 2011, he won $100,000 with the Diamonds & Pearls D.C. Scratcher. He's won since. Says he's been making stops at the Retailer Plus locations (they cash wins up to $5,000). Says his next stop is The Big Chair (D.C.
