As a kid, Leon Perkins watched the Pink Panther on television, so when the D.C. Lottery launched its Pink Panther D.C. Scratcher, he thought it would be a great game to play. Perkins was surprised to find out that he was a second chance drawing winner. He plans to use his $250 gift card to pay bills.
