Talk about a September Surprise! Janice Gray of Washington, DC is the newest member of the DC Lottery's Millionaires Club. Ms. Gray was the unsuspecting holder of the $1,000,000 Powerball ticket purchased at the Capitol Hill Safeway in SE for the game played on September 14. The winning number was 10-11-23-28-31; and the Powerball number was 14. Ms. Gray's ticket matched the five winning numbers, not the Powerball number.
