8. Why can’t I play or buy a ticket sometimes, even though I’m in the District?

Certain areas within the District are prohibited from gambling. These areas include all federal enclaves (e.g., Washington Monument, Lincoln Memorial, etc.) within the area defined under the Shipstead-Luce Act. This includes the monumental core of the District, along the Potomac waterfront, and Rock Creek Park.
