Community Impact

Since its inception in 1982, the DC Lottery has awarded more than $5 billion in prizes to members of our community and transferred more than $2.43 billion to the District’s General Fund, which supports essential services in the District. Our licensing of charitable gaming activities has helped local nonprofits raise more than $141.5 million to support social causes.

Randy Burnside, Executive Director

Randy Burnside was appointed Executive Director of the DC Office of Lottery and Gaming (OLG) on April 21, 2025. Under his leadership, OLG continues to responsibly deliver engaging entertainment products, generate vital revenue for the District, and uphold the highest standards of integrity and consumer protection.

In Fiscal Year 2025, the total regulated gaming transfer to the DC General Fund increased to more than $51.8 million — the highest level since 2017. OLG also achieved Level 2 Responsible Gaming Certification from the World Lottery Association in the last year, reinforcing the agency’s commitment to ethical and transparent operations.

A respected leader in the lottery industry, Randy was elected Region 2 Vice President to the North American Association of State and Provincial Lotteries (NASPL) Executive Committee in September 2026. He also serves as Chair of the Multi-State Lottery Association’s (MUSL) Fast Play Product Group, Vice-Chair of the Marketing and Promotions Committee, and is a member of the Development Committee.

Before joining the DC Lottery, Randy spent nearly 14 years with the West Virginia Lottery. He began as Public Relations and Draw Manager before advancing to Assistant Director, a role in which he helped oversee more than $1.3 billion in annual sales across lottery, racetrack video lottery, table games, limited video lottery, iGaming, and iLottery.

Prior to working in the lottery industry, he served more than 14 years in different capacities within the Athletics Department at Marshall University, including more than seven years as the Assistant Athletics Director for Media Relations for the school’s NCAA Division 1 Athletics program.

Randy holds an undergraduate degree in Broadcast Journalism from the W. Page Pitt School of Journalism & Mass Communications at Marshall University (1999). He earned his master’s degree in Health & Physical Education from the school in 2001.
