DC Lottery Director Elected to NASPL Executive Committee
WASHINGTON, DC—DC Lottery Executive Director Randy Burnside has been elected to the Executive Committee of the National Association of State and Provincial Lotteries (NASPL) as Regional Vice President for Region II.

Burnside, who was appointed Executive Director of the DC Lottery in April 2025, was elected Regional Vice President for Region II at NASPL’s Membership conference in September 2026. In this position, he is responsible for representing the interests of the Pennsylvania, Delaware, Maryland, Virginia, West Virginia, North Carolina, and Kentucky state lotteries as well as the Quebec and District of Columbia lotteries.
“I am grateful for the opportunity to serve and represent the District of Columbia and Region II,” said Burnside. “Our State and Provincial Lotteries generate vital revenue that supports a wide range of good causes from education to senior services, responsibly. I will work to encourage collaboration and education among our lotteries, and advocate for good lottery policy.”
Burnside was also appointed Chair of the Fast Play Product Group and Vice-Chair of the Marketing and Promotions Committee for the Multi-State Lottery Association (MUSL) in July, and serves as a member of MUSL’s Development Committee.
Under his leadership, DC Lottery continues to responsibly deliver engaging entertainment products, generate vital revenue for the District, and uphold the highest standards of integrity and consumer protection.
In Fiscal Year 2025, the total regulated gaming transfer to the DC General Fund increased to more than $51.8 million — the highest level since 2017. Last year, DC Lottery achieved Level 2 Responsible Gaming Certification from the World Lottery Association and is currently on the path to ascend to Level 3 certification, reinforcing the agency’s commitment to ethical and transparent operations.
