Patricia Wright of New Carrollton, MD is the fourth D.C. Lottery player to win a $1,000 gift card with the District of Columbia Black Second Chance Drawing. Wright says she's been playing the Black D.C. Scratcher since it launched in May and has entered all her nonwinning tickets online in the Second Chance Drawing. "At first, I wasn't sure about entering my tickets online, then I got the call and was told that I had won! I had to listen to the message twice to believe it."
