Jemal Abegaz is new to the Washington, D.C. area, but familiar enough with the D.C. Lottery's Fantastic Five instant scratcher to win its top prize of $25,555. The northwest Washington, D.C. resident is originally from Ethiopia, but says he and his friends all play the D.C. Lottery games. "I'm very happy," Mr. Abegaz communicated through a translator about his win. "Maybe I'll start a small business."
