"I've never won anything before," said Janise Wicker, who in fact, is a D.C. Lottery winner. She won a $250 gift card with the Pink Panther Second Chance Drawing contest. Wicker was so excited about her win that she activated her gift card before she left the D.C. Lottery Headquarters after claiming her prize. Smiling, she said, "I'm ecstatic."
