Charles Childress of Silver Spring is the newest $10,000 winner with District of Columbia Black, the D.C. Lottery's first instant scratcher with a top prize of a cool $1million. A technical communications specialist who works in the District and is a regular D.C. Lottery player, Charles says he took the ticket home to play. When he scratched and his prize was revealed, he showed the winning scratcher to his wife and said, "You might want to take a look at this."
